Is the 9.8" width from the end of the handles, or the inside dimension? Is 1qt considered filled about 1/2 to the top? Thanks.

The width from the ends of the handles is closer to 9 inches. The interior opening at the top of the pan is 6 3/4 inches. One quart of water will fill the pan to within about 1/4 inch of the top rim of the pan
